An Evansville woman was arrested and charged with animal cruelty on Saturday.
Last month, EPD responded to a home on West Louisiana Street to assist Animal Control with a complaint.
At the home, a dead dog was found inside a trash can.
Three dogs were outside, tied to a chain without food or water.
Another dog was found confined to the kitchen, with crusted eyes and long nails.
A neighbor told police the dogs belonged to Sandra Dougan and that they believed she was living in her vehicle.
At the time of the incident, officers couldn’t locate Dougan.
She was taken into custody and booked on Saturday on a separate warrant.
