Two people are facing more than a dozen animal cruelty charges.
Teiha Bechtel and Page Culley were arrested after deputies and Animal Control searched a residence on North 12th Avenue.
Deputies wore gas masks due to the overwhelming odor.
Dogs were kept in cages, and nearly all had visible ribs and sores on their skin.
There was no running water, and animal waste covered every surface in the kitchen.
Rescuers removed eight dogs and four cats from the residence.
